The Oakland Retail Enhancement Strategy is a comprehensive strategy aimed at reversing a pattern where Oakland residents too frequently do not shop in their own neighborhoods, or in the city at large. JRDV is producing a series of studies and strategies to revitalize retail throughout Oakland, the city with the greatest retail “leakage” across its borders, despite demonstrated strong spending power. The result is both lost city tax revenues, as well as diminished neighborhood vitality without a community center to provide cohesiveness and a positive identity. The first phase of the study addressed the potential for mixed-use development with regional retail at the Upper Broadway/Auto Row neighborhood.
